This morning in Ottawa, International Justice Mission Canada and Cardus hosted a breakfast featuring guest speaker Victor Boutros. Boutros is a federal prosecutor in the civil rights division of the U.S. Department of Justice and co-author of the recently published book The Locust Effect. Afterward, Boutros chatted with Cardus executive vice president Ray Pennings about why human rights matter to him, how law enforcement doesn't always work the way it's supposed to, and what IJM is doing to help make a difference.
